PANAJI: The Goa chapter of the Confederation of Indian Industries (CII) has said that tourism sector was witnessing a de-growth and a lot of negative publicity in international circuits and suggested to expedite formation of Tourism Promotion Board with more professionals from the industry. In its recommendations for Goa State Budget 2020-2021, the industry body said, ''The next sector for growth for Goa's economy is tourism. This sector is witnessing a de-growth and a lot of negative publicity in international circuits.'' ''There is a need to expedite the formation of the Tourism Promotion Board with more professionals from the industry on board rather than political appointments. Sort out the plaguing Taxi issues of the State by implementing metering services as soon as possible. Benefit from the experience and knowledge of industry stakeholders while planning out country FAM visits and participation in Marts,'' it said. It also urged the government to extend Debt Relief Scheme till mining commenced and attained 20 million tonnes per annum. ''Since mining has not commenced and barge owners have outstanding loans, the Debt Relief Scheme must be extended till mining commences and attains levels of at least 20 million tonnes per annum. To support the struggling barge sector, relief on payment of barge tax be granted on the same lines as the relief granted to trucks and mining machinery,'' it said. The CII sought formation of a firm policy either via Mining Corporation or by extension of leases under the MMDR Amendment Act so mining could gradually restart and relief to the mining dependents in Goa and relief to the State finances. For ease of doing business, the industry body said to ease the regulatory burden including cumbersome inspection procedures leading to operational delays, self-certification must be allowed for low-risk industries, as had been done in a few states (like Rajasthan and Chhattisgarh). Similarly, third-party certification could be introduced for all medium-risk industries, it said. The CII has also urged the government to undertake studies on traffic projection in the inland waterways to assess the scope and outlook of industry.
