Well-known Goan historian and heritage conservationist, Percival Noronha, served the Portuguese administration, and was also a prominent officer in the Indian administration. Born on July 26, 1923, he oversaw seven departments during his tenure as under-secretary.
During his career, he was the recipient of at least 17 international awards, including the United Nations Peace Medal in 1972; the ‘Ordem do Merito Comendador’, Portugal’s highest civilian honour; and the ‘Clube Militar de Macau’ medal.
He founded Goa’s first astronomy club, Friends of Astronomy, in 1982, and was instrumental in setting up an astronomical observatory, equipped with a telescope, on the terrace of Junta House, Panjim.
He was responsible for the Carnival float parade, which is now a global tourist attraction.
Thanks to him, casuarina trees (Casuarina equisetifolia) were taken from the Children’s Park, in Campal, and planted on Miramar beach, in order to prevent soil erosion along the beach.
His house at Fontainhas, is a library of reference books and has volumes of literature.
