Proactive measures, a safeguard from tragic industrial incidents

Make clear communication a priority in safety protocols to help prevent accidents, address community concerns

Recently, The Railway Men: The Untold Story of Bhopal 1984, a historical drama mini web series, by Shiv Rawail was released. It presented the atrocious toxic gas leak at the carbon company in Bhopal, the Union Carbide India Limited, which resulted in the loss of many lives and continues to leave a tragic footprint on the lives of the people of Bhopal.

The lead actors R Madhavan, Kay Kay Menon, Divyenndu and Babil Khan portray characters and their angst at the time. The worry about getting the people rescued is clear on their faces as well as the fear of impending death.

Cut to today, when I hear about a gas leak or read about it in the newspapers, it brings disastrous images to mind. And when I got to know about the fuel traces found in Dabolim wells, streams and nullahs it gave me an anxiety attack.

Fortunately, nothing serious happened. It is also appreciative of the oil and natural gas company which immediately cleared the contaminant, suspected to be a petroleum product.

But still, shouldn’t this matter be of concern? This, despite the statement from Zuari Indian Oil Tanking Ltd (ZIOTL) CEO Shriprasad Nayak providing insights into the efforts being made to address the contamination issue around the Dabolim well. More so because now the fuel is found in the streams and nullahs and it is highly inflammable.

Engaging a Delhi-based agency, Allied Engineers, reflects a commitment to resolving the problem with specialized knowledge and expertise. This step is crucial, especially when dealing with the difficulty of excavating near residential and commercial areas as the pipeline runs along houses and shops.

This can help alleviate concerns and build trust in the measures being taken. As the contamination involves petroleum products, it is also crucial to conduct an environmental impact assessment to understand the potential consequences on the ecosystem, including the nullah and vegetation. Monitoring the nullah’s water quality is essential to ensure the effectiveness of the containment measures.

Emphasize measures to ensure public safety, especially if the pipeline excavation is taking place near residential areas. Clear communication about safety protocols can help prevent accidents and address any concerns of the community and this should be the basic priority. Restriction of access to the affected area and also preventing people from entering the potentially dangerous zone is crucial to minimise the risk of exposure. Although decontamination procedures are in place, it is also advisable that the people in the surrounding areas are provided with safe and clean drinking water. 

At the same time, one can never rule out an emergency situation and, therefore, being ready for any untoward situation makes sense. Therefore, be prepared to provide medical assistance to those affected by the gas leak. Establish first aid stations and coordinate with healthcare facilities to handle potential injuries or health issues.

Some residents lost their source of income and property in the fire. Despite receiving compensation, the financial aid may not be sufficient for affected individuals to rebuild their lives. Wells in Dhaktollem remain contaminated with naphtha, posing ongoing risks to the community. Burnt trees, standing as remnants of the tragedy, are a reminder of potential hazards. The reluctance of residents to assist in tree-cutting raises concerns about the safety of the area.
