Miramar traffic: Child rights panel asks authorities to act

Goa State Commission for Protection of Child Rights says the prevailing traffic situation surrounding the Sharada Mandir School, Miramar, undermines values of responsibility and lawful conduct

Looking at the prevailing traffic situation surrounding the Sharada Mandir School, Miramar, during drop-off and pick-up hours, the Goa State Commission for Protection of Child Rights has initiated suo motu action to address the issue of traffic mismanagement. 

The commission, via an order, has directed the Superintendent of Police (Traffic) to strictly implement a no-parking policy in the designated school lane during school drop-off and pick-up hours (7 am to 9 am and 12 noon to 2 pm). This rule will apply to all individuals, including residents and businesses.  

It has asked the Commissioner for the Corporation of the City of Panaji to have markings on the school lane, clearly indicating 'School Drop/Pick Up,' and also install appropriate signboards near CCD, providing clarity on lane usage during specified times, as per the notification of District Magistrate, North Goa.

The Panjim traffic cell has been instructed to execute the placement of barricades along the stretch extending from Miramar Circle to Gate No 3 of the school and from the Varanda Do Mar Hotel Junction to Gate No 3. This action is crucial to establish a secured pathway for students and deter unauthorised parking in the area, the commission stated in its order.

The District Disaster Management Authority has been directed to carry out a comprehensive safety assessment of the pedestrian overbridge near the school.

The deteriorating condition of the overbridge, including rust, missing planks, and damage, poses potential risks to students. The commission has called for a detailed report, inclusive of findings and recommended actions, within one month. 

The school administration has been asked to take active measures to enforce a strict policy within the school premises, ensuring that all school staff and individuals providing auxiliary services refrain from parking their vehicles in front of the school near the footpath.

The school administration has been asked to set a commendable example of adherence to traffic rules and pedestrian safety, contributing to a safer and more orderly environment for students and the surrounding community.

In some scathing remarks, the commission said the disorderly environment sets an adverse example for students, who witness adults flouting rules and behaving irresponsibly undermining the values of responsibility and lawful conduct.

The chaotic traffic conditions not only put the physical well-being of students at risk but also influence their perception of civic responsibility and discipline.

The commission said it is imperative that corrective measures are taken to address this issue, not only to ensure the immediate safety of students but also to impart the right societal values to the young minds.
